Lead Government Finance and Compliance person responsible for all interfaces with resident DCAA and DCMA personnel. Key responsibilities included interface with DCAA/DCMA personnel on all audits, developing rebuttals and corrective actions to audit findings, managing creation of annual incurred cost claim, providing advice and counsel to business leadership on developing compliant business structures. Successfully negotiated final rates settlements for years 2002- 2006 that recouped $3.0 million from the Government through billings of final rates. Integral member of SAP implementation team and ensured our SAP instance met all CAS/FAR requirements and participated in development of Government cost impact analysis for accounting changes made as part of SAP implementation.

Responsible for developing and implementing cash forecasting techniques for the business and providing accurate monthly and quarterly cash forecasts. Also responsible for interfacing with resident DCAA and DCMA personnel on audit issues. Successfully developed and implemented excel based cash forecast model which systematically accessed cash inflow and outflow data to track actual cash flow on a monthly basis.

Responsible for activities of 4 Program Finance Analysts and financial performance for 30 programs with annual budgets up to $80 million. Provided advice and counsel to Program Managers on strategies to enhance program performance, Generated improvements to the accuracy of the program cash forecasting process.

Responsible for activities of 3 Cost Estimating Analysts that generated 60 cost proposals annually that totaled ~$750 million annually. Developed proposal strategies and participated in customer negotiations along with the Program Manager and Contracts Administrator. During my tenure as the Estimating Manager none of our proposals was subject to DCAA/DCMA defective pricing allegations. Also led the Finance Leadership

 

Development Program (FLDP) for the Orlando site.

Responsible for timely month end closings, providing cost analysis to Program Managers/Program Finance when requested, and transitioning historical cost data from the General Electric cost accounting system to a new Lockheed Martin Cost Accounting System (CAS).
